Winpad 110w CPU high usage - slow response

I bought a Winpad 110w to test to see if it would work for my organization (Government agency).  It came with Windows 7 home edition.  The device is very slow. Ran "taskmgr.exe" and opening just an application the CPU would sky high to 100% usage.  I read some forum and it claim that if you upgrade it to Windows 7 pro it would help.  So I did the upgrade to Windows 7 pro and just have the basic driver on so the tablet would work, no other software like camera, bluetooth, etc.  Even after the upgrade to window 7 pro, this tablet is still very slow and show high CPU usage.

Device specs: AMD Z-01, 4GB of RAM, 32 bit OS Win 7 pro, page file is set to SD card with 8GB.

Does anyone have this problem too? Any help is greatly appreciate? 

Should I update the bios?

Page file on SD is a very bad idea. Move it to the flash module.
Check your RAM usage.
Check for viruses.
Run task manager and monitor the cpu usage from the start.

Even before setting page file to the SD card, the device is already slow out of the box. After the upgrade to Win 7 pro with less software install, it is still slow.  So I thought I'd try the page file option, but it didn't do much.

Memory usage is average. Nothing stands out. 

I don't want to conclude that this device is one of bad one that was made.  I hope I'm not the first or only one that have this problem.  And certainly, I don't want to lose confident in this device being use by non technical users for business purpose.

I will change page file to a flash usb to see if it would make a different (I doubt it).  Anyone on have other suggestions, please do let me know.

Mine isn't slow, but I have locked paging in size on the onboard "drive" just set to 1GB.
But please define slow, as I run Linux on it too and Windows is incredibly slow to my standards.
Linux takes seconds to load, but Windows7 Pro about 2 minutes from powerdown.

Windows 7 is simply crap on these devices, no other word for it.

Slow define as -

when opening a internet explorer session, it will take about 5-10 second to open.  The CPU would spike up to a 100% usage.  This is true for other windows application such as control panel, window explorer, etc.  I don't even have third party on this device.

I'm think maybe this device just happened to be a manfactured one.
