Set timings to 10-10-10-27 (CL-tRCD-tRP-tRAS) in bios/UEFI and retry with four sticks, keep command rate at 2T.

No love... still the same 10 sec reboot loop.

Doesn't sound good. Try 11-11-11-30 alternatively try setting mem clock to 1066.

Tried the 10-10-10-27 with two sticks and it boots np... with default bios settings if i put the DIMMs in dual channel mode (slots 1 and 3) I get the same reboot loop... I am leaning towards I got the wrong memory... I need dual channel perhaps?
I will try your other recommended settings right now.
