My laptop is the MSI PE60 6QE, recently bought this https://www.amazon.com/gp/product/B01DGOF6WS/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1 and after placing them in the ram slots, my laptop had a black screen upon power up. My BIOS is updated and right now I'm using the default 8 gb ram which is why I'm able to use it. So can I only use 2133 mhz on this laptop?

It sounds more like a common compatibility problem.
2400 mhz is not the key point, because system would auto adjust the frequency to 2133 mhz to match the default setting.
The problem is not every brand of memory chip is compatible with the Notebook.  Unless you can provide the memory module to MSI for further verify, it is difficult to solve such problem.
