i have F4-3200C16D-16GTZR that is also stuck at 2800 with 2 or 4 sticks. Though it was stuck at 2667 before my boards(X370 Gaming Plus) latest beta Bios.

as far as I can tell AMD thinks that the 320016 ram is Samsung when in fact it is Hynix. They had a blog post that had listed the 320016D memory incorrectly as being Samsung B-Die when it's actually Hynix. As far as I can tell all Gskill 320016 memory is Hynix. If you want a shot at Samsung B die you need 320014.

here is a link to the AMD post from a site that I trust. I could not find the AMD blog but this is pretty much a copy and past of what was on AMDs site.

I have F4-3200C16D-16GVGB on a B350 MATE, and it's the same situation: 2800 is the maximum that I can run it at without having boot issues. I've had it at 2933 and even 3200 at times, but then it would decide not to boot successfully anymore. 2800 seems to be the current max for this kind of RAM on this board.
