Sorry just need the stock one. Bought it used and AMD drivers don't recognize the card even though its "working".

Same here.
Bought the exact same card yesterday, but it didn't even get recognized, and GPU-Z showed some crazy stuff

Downloaded the file and use WinRAR to extract. Added ".rom" to the end of the file name and removed the "." before 5E3. Then used ATIWinflash to flash the bios and it seemed fine until rebooting. The system now hangs and wont send a signal to the monitor, even if using the integrated HDMI port on the motherboard, with the 570 installed.

You renamed TV341MH.5E3 to TV341MH5E3.rom or TV341MH.5E3.rar to TV341MH5E3.rom?

WinRAR had file name as "TV341MH.5E3". I changed it to "TV341MH5E3.rom" when extracting.

looks like something is wrong with the card then
or its vbios chip is corrupted
