00 LED code on Gaming 5 motherboard

I recently RMA'd a Gaming 5 motherboard and after receiving the replacement I'm still having the same problem that I had initially. As with the last board, the standby LED does not light up once the power supply is switched on prior to trying to power up with the case button. When I do try to power up, the system will briefly light up for a second and then power off immediately. I am able to see a '00' code on the mother board but I'm wondering if the short power up is not enough time for it generate a correct code.

I've tried a large number of methods to trouble shoot listed below:

Plugged the PSU into another mobo and confirmed that it could power up the system
Removed and tested each memory module individually
Reseated the CPU multiple times
checked the case connectors for the power switch to ensure they were put on correctly
removed the GPU and attempted to start up
shorted out the CMOS battery to try and reset the BIOS

Any suggestions at this stage would be helpful. I'm starting to believe it's either the processor or RAM but the lack of a standby LED has me wondering if I've gotten a second dud in a row.

have you tried another PSU on that board (maybe your PSU has to high a standby current so is not haswell compliant)?

it may be the CPU (doubt its RAM as you would have a 50-55 code)... may be another dud board but it may just be your PSU here.

another possibility is the BIOS on the board! (what is the serial number of it without the last 3 digits?)

Serial number (I think this is the one you're looking for): E816426667 01

I used a multimeter on the 20 pin ATX connector and the I confirmed that the PSU is delivering the correct amount of voltage from each one, however I'm piqued with your comment on the standby current. I've looked around but I cannot seem to find any spec listing for the processor that describes the limits and such. I'd be surprised if the model I chose is incompatible with this specific processor given that on their site it does state it is compatible with the Haswell architecture
I have tried another PSU on the mobo and still no go with the standby LED. I've considered the possibility of the CPU being dead but would that actually prevent a standby LED from not lighting up?

have you tried to remove all SATA devices and clear the CMOS and check again?
Attempted and still the same issue

thats not the serial number (E816426667 01 )! serial number is in this format and is on the rear of the board and on the UPC label on the box eg: S/N: 000-0000-000000000000000

Let's try this again

test with mainboard out of PC case if you haven't tried this yet.

else test with different and well known working and quality PSU

I'll try to attempt it out of case tomorrow night, otherwise I did try using my PSU from the PC I'm on now and still no change.

Oki

did you mean 4790k or?
have you tested this CPU in another computer to verify that's working?

Ah, dyslexia strikes. I did mean a 4790k

So I tried the mobo out of the case, same issue. I don't think I will be able to try the processor in a different computer as this is the first computer I've built in 6 years (no z87/97 boards sitting around) . I'm going to try the Intel boards to see if they might be able to answer the question about the standby LED not lighting due to a faulty processor.

Hell at this rate I may just RMA both the mobo and the processor at the same time and eat the return cost on the non faulty product. This damn thing should have been built nearly 2 months ago now :[

you already RMA the board
2 boards to have the same issue is highly unlikely

I don't think I will be able to try the processor in a different computer as this is the first computer

can you borrow another CPU then from friend to try it your computer?

I agree, it's highly unlikely but I'm stumped otherwise. I've been told that if it is a faulty processor there should at least a red LED but the fact that nothing is coming on at all still leads me back to thinking it's the mobo.

As for borrowing a processor, unfortunately I don't have anyone has the same slot as me. I'm also in an area where access to parts is only by ordering online. There is a small computer service store in my town so I will at least see I he has a processor that fits lying around. Otherwise I think I've exhausted all reasonable options.
