2nd monitor problem with NVIDIA RTX 4070

Hello,
I have an MSI desktop PC with Nvidia RTX 4070 graphics card.

I want to use dual monitors.
First one is connected to HDMI port, no problem with this one.
Second one is connected to DisplayPort with a DisplayPort-to-DVI adapter.

Second monitor works well until a PC restart, but after PC restart, MSI logo is displayed on second monitor for a moment, after that the signal is lost completely.
If I disconnect DisplayPort-to-DVI adapter from the PC and connect it, I can get display on the second monitor again.

I have tested the DisplayPort-to-DVI adapter on another PC and it works well,
Also I have uninstalled and reinstalled the Nvidia drivers but it didn't fix my issue.
PC details are as below:
OS: Windows 10 21h2
Motherboard: MSI PRO H610M-E (MS-7D48)
Bios version: E7D48IMS.I30 (latest version)
Nvidia Driver 546.33
Monitor1 (direct HDMI cable): HP 23XW
Monitor2 (connected with Display Port to DVI adapter): DELL E2214H

Do you think that it is a driver issue?

powering the monitor on a off and on should also enable display

Also is it a PAssive or Active adapter I tend to stick to Active adapters as they don't have the same problems may cost a tad more but are more reliable

Turning off and on the monitor, doesn't enable display,
Also disconnecting the cable from the monitor and connecting again do not enable display.
Only disconnecting from nvidia card and connecting again, enable the display to the monitor.
