As I mentioned, it does not exceed 2700mhz, why?. nvidia software clean install done

4080 super suprim x gpu frequency does not exceed 2700mhz

Dude stop the nonsense, you just got a very choppy silicon, thats all.
The fact that it is Suprim version dosent mean you got a Lottery win in chip silicon and quality of overclock or Nvidia Boost.
Every single newest GPU from Nvidia with Nvidia Boost future it will always run above specs, in this case you got 2640 MHz, so you card running at 2700 MHz above specs due the Nvidia Boost, and you can cry more or less but this is why every single one its unique silicon quality, and will have some variation between same models.
Also you just show us a single screenshot on god of war, go and test different games or benchmarks and make sure you run way higher fan speed because this 30% of fan speed it is what actually can hold this clock to go higher due the fact that the Nvidia Boost will go higher at ratio of nice temp, but how much hot the GPU running less efective will become that clock from -15 MHz, to another -15 MHz and so on...
