TLDR:
I have issue with video output not showing mostly during restarts from ubuntu or UEFI, but not from Windows.
Switching GPU to x8 mode or switching off XMP on memory solves the issue.

I had:
B450 PRO-VDH V2 with Ryzen 2600
RTX 2060
SilentiumPC PSU
G.SKILL 2x8 DDR4 3200MHz memory
It behaved in a way that when using x16 on PCI_E1 port where GPU is it would not show video output during restarts from Ubuntu or from UEFI. When restarting from Windows it would always show video output. On cold boot using CSM there is always output, on UEFI mode sometimes there is 3 time beep.

Since that time I switched to:
Corsair CMW16GX4M2C3200C16 (had this memory on both motherboards)
B550 Gaming Plus with Ryzen 5600X
Then switched GPU to RTX 3070
Then switched PSU to Corsair RM750X

With every change there was no difference in video output issue.
I tried things like using different DP ports, HDMI port (where it happens less often).
That lead me to memory, but checking it for errors on memtest for hours doesn't show any.

What is intersting that switching off XMP solves this issue.
I do not get it. Is my memory really faulty, even when there is no single system crash ever?
Another thing is that switching PCI_E1 lanes configuration to anything other than Auto, so for example x8+x8, which results in GPU working at x8 mode, solves this issue also.

Maybe there is something wrong with my motherboard? If so, then why it happened on both B450 and B550?
Only common thing between those setups is SilentiumPC PSU and same monitor. It didn't show any issues, but I have read that there could be some 5V line issues with that PSU model.
It is also weird that I had case fans issues with RPM readings on both motherboards. Checked two fans, every fan header with every fan gave same reading. After replacing fans with new ones when I had already new PSU it was ok.
Updating UEFI also didn't help.

Any ideas?

Previous GPU that I also had this issue on:
Palit GeForce RTX 2060 Gaming Pro OC 6GB GDDR6
Current GPU:
Palit GeForce RTX 3070 GameRock 8 GB GDDR6

I also tried switching RAM slots, trying out with only one stick. In UEFI mode I got beeps almost every time, no matter what RAM slot I used and which stick I used.
I do not get it at all. From one side it is something with GPU and UEFI, because it works perfectly on restarts from Windows, but still can get beeps on cold boot.
On another side, making GPU run on x8 solves this issue, whether it is UEFI or CSM mode and turning off XMP also fixes it.
How is this all connected...

Have you updated to the latest BIOS 1.2.0.6C

No, I am not risking updating to barely released ones.
Maybe I am really unlucky with RAM sticks.
I bought Ballistix kit that is proved to work and found no people complaining about them with AMD.
On the other side my current kit from Corsair have so many complaints over internet with similiar but not exact issues.
I hope it will work.

If your using BIOS 1.2.0.5 you making problems for yourself if you don't want to update to 1.2.0.6 you can roll back to 1.2.0.3

But BIOS 1.2.0.5 is a pile of crap it has caused more problem by itself then almost all the other bios release combined for the Ryzen AM4 CPU's

Also bad video signal from you monitor can be a problem any chance you can connect to a TV with HDMI to see if your monitor is the cause

I have earlier one than 1.2.0.5 and I had no other issues other than this video output.
I tried with another monitor, same issue, it happens more often on DP for some reason - same way on all monitors.
Also there is no newer firmware for GPU.
Everything comes down to RAM.
I'll see in 2 days.

Replaced memory with another model and it is exactly the same thing happening.
So motherboard or BIOS issue? Everything else was replaced, except drives, but I also tried with drives disconnected.

Edit:
Now rebooting from Ubuntu on UEFI mode also works ok. Only rebooting from UEFI/BIOS level makes beeps.
At least some progress.

I updated from AGESA 1.2.0.2 to 1.2.0.3b to make sure that nothing is wrong with BIOS itself.
Still no luck with getting rid of no video output and 3 beeps while restarting from UEFI level.
Still it is working perfectly with restarts from Ubuntu/Windows level.

Also trick with switching PCI_E1 lanes configuration to anything else than auto fixes it.
So, what is wrong here? Something wrong with motherboard, PCI-E slot?
I think that I have to take GPU out to another slot, maybe take out SSD from M2 and place it to another slot, take out fiber card PCI-E card and try to find out if it works in any configuration.
If not, then something must be wrong with motherboard. It would be weird that it would happen on my previous motherboard (B450) too.

Removed PCI-E cards except GPU. Removed M2 drive, and still the same thing.
How can it be possible it can be happening on two memory sets but on second set only for restarts from UEFI?
I guess something is wrong with motherboard.

OK
So you have gone through
Two CPU
Two Motherboards
Two PSU
Two Sets of Memory
Two GPU

Still problem persist

So this leaves Cables and Monitor as the Problem.
And booth will cause the problems your getting
Try New Certified HDMI 2.1 or better and Displayport 1.4 or better cables Do not use Adapter
No need to spend a lot of money Good quality Certified cables can be gotten for about $15 per meter
A 100 Doller no certified cable may perform worse that a cheaper $15 Certified one if it is Certified it has to meet a set of standards.

Try an Different Monitor.

I went through many HDMI and DP cables already. Checked on another monitor it also happens.
I bought new same model mobo to just check if it will be better. I don't care about $, at worst I will sell it with loss or reuse in another PC.
I suspect something was broken on motherboard from old PSU, not to mention that I had some weird interference issue in electric grid my apartment, coming from some broken device that was somehow affecting PC input behavior.
Both B450 and B550 worked on old PSU that could have some weird issue (I have read about multiple reports on this old PSU model like: weird disk drives behavior etc, repeating on multiple same PSUs)

Isn't it strange that issues like:
2 fans RPM reading failing on all headers on old mobo - on old PSU - > Replaced mobo and it was the same thing -> replaced PSU -> replaced fans and it was good again and still is.
I had weird no video output issues since B450 (on older monitor on HDMI, then current one on HDMI&DP and also another monitor to check). Which was half solved only on new PSU with replacing RAM sticks.

For now it is nothing making my experience worse, but I have to be sure nothing was broken considering my unique situation.

Turns out also RAM latency dropped and throughput increase on new mobo to the levels that I could not achieve on previous motherboard no matter how much I tried to tinker with settings and it is on default XMP!

Another story twist.
On new mobo I also placed fiber NIC and it was all ok.
Then I wanted to switch back to ethernet to check something.
When I removed fiber NIC card then 3 beeps started again during restarts from BIOS level.
So I mounted it again and guess what, 3 beeps are gone!
Repeatable every time.

Tried to load optimized defaults and it didn't help.
So its back to the same old behavior:
- It boots ok when NIC card is mounted into last PCI-E slot and XMP is on
- It boots ok when NIC card is mounted into last PCI-E slot and XMP is on and PCI-E lines conf is set to x8x8
- It boots ok when NIC card is nou mounted and XMP is off
- It boots ok when NIC card is nout mounted and XMP is on and XMP is on and PCI-E lines conf is set to x8x8

What is going on here...

What is interesting that ez debug led shows VGA. Tried again with another monitor and it was not happening at all, also used same DP cable.
other monitor was only 75hz, so I tried setting my monitor to 60hz and it did not make any difference.
Tried switching another options on my monitor and none make any difference.
When I disable monitor and restart then, it is booting without issue and then turn on monitor and everything is ok.

It is ViewSonic XG2402. Cable is certified.
I was about to switch to 1440p new monitor , so maybe I will see what happens then.
