B650 Tomahawk no video on first boot, need to restart

Hi everyone, got the runaround from tech support so thought it couldn't hurt to ask here.

B650 Tomahawk
7800X3D
G.Skill Trident Z5 6000 cl30 QVL (F5-6000J3038F16GX2-TZ5N) EXPO enabled
RTX 4080 (latest drivers)
Corsair RMx 2021 850W
Monitor HDMI to gpu
Speakers 3.5mm to mobo
Windows 11 23H2 (latest)

If the system is shutdown the next boot will have no video from the gpu, however the windows 11 login sound plays. Hitting the reset fixes it. System is stable in testing. Clearing the CMOS allows it to boot from shutdown normally ONCE then the next time the problem returns. Bios versions tried: 7D75v1D, 7D75v1C2(Beta version), 7D75v1C1, 7D75v1B, 7D75v1A.

Anything obvious I should try before the next step?

If you had remove and reconnect the display port cable and you wouldn't have had to reset.
If you enable XMP / EXPO remember to enable memory context restore AND enable memory power to ENABLED
