Hi,
Apparently it's not an MB/BIOS issue, but more related to "observer effect" and how monitoring apps are running in the background- see link below

where did you check nvme drop to x2? what is your m.2 product name?

Thank you for your input. I going to level with you, I'm quite puzzled/concerned. CPU-Z is showing as high as 1.35v (I'm not using anything else) an stays within 1v to 1.35v

I read through the link you provided like, 3 times now, (thanks btw) I'm thinking my best recourse might be to reinstall Windows 10....? maybe? idk

I have ADATA SX8200 PRO 1TB. I checked first my ssd speed in crystaldiskmark they were around 1.7 GB/s (sequential read and write).

Yeah, it was fairly straightforward on my board - just enable the overclocking options and drop the voltage manually to 1.2-1.3v. I'm no expert at CPU voltages though, but I sure know 1.5v was waaaaay too much.

Hey guys, the 3700x is now official supported by the b450 gaming pro carbon ac, i downloaded the "new"update? but still doesnt work?
is it a new update or what ? wtf  is just happen, people from reddit told me, thats the same shasum and nothing as changed ?

I am unconvinced. I see 1.5v in the BIOS, not even running Windows. The BIOS alone.

Same MB and CPU here and I have the same problem...

That's because there is no power managment/ power governance functionality in BIOS, it starts only when windows runs.

Once again this could be the case for any other CPU, but  it looks like new ryzen is quite agressive in regards to how quickly top performance should be achieved.

From hardware perspective it should mean no harm - bios is rather light task for any cpu

Just google: cpu high voltage in bios

Can't get it to work with my 3700x, CPU and DRAM LEDs are on all the time, coolers spinning, no video.
1600x boots just fine on the same bios.

Slight criticism about the new bios... The old one had a mode that would allow booting via the old BIOS specs and UEFI but this new one only lets us boot either/or. Please bring this back. I'm only realizing how handy it was now that I'm booting various flash drives with different OSs and I forgot I have to change it back to boot older OSs sometimes.

Have anyone testet the new "beta bios" that is on the support site for X470 Gaming Pro Carbon?
Version: 7B78v29M(Beta version)
I have not yet received my CPU and im in no hurry for another 2 weeks.

But this isnt a official bios is it? since it clearly state: Beta version

Same here, on B450 ITX I have the SX8200 Pro and it's operating at PCIE 3.0 x2 mode. Everything still works well with the 3900x, hopefully this will be resolved with the official bios release.

Right, Ive fiddled around with the bios on my board, cpu core voltage is stuck at 1.4v on my end, no matter what I do.

Is there any way you can screen shot how you lowered them with the OC profile?

The Beta-Bios works with my 2600 but the 3700x doesn't boot at all. Like others mentioned the EZ Debug CPU LED stays on and my monitor doesn't receive a signal.
On my dad's B450 Gaming Plus on BIOS 7B86v18 the 3700x boots just fine.
I guess we have to wait for the final BIOS on the x470 GPC.

I have MSI Mortar Titanium, flashed the BETA BIOS and Ryzen 5 3600 works, but I can't find fast boot option in BIOS. There is only LEGACY+UEFI and booting takes 45s, most of it BIOS. I don't have UEFI bootable drive. Previous i5 booted in 15 secs. Is it because it's BETA and will be added in full release? Or maybe it's called differently and I can't find it?

In my pre-Ry3k Mortar BIOS it's called Windows Enhanced Mode.  Once enabled it boots UEFI / fast mode, if disabled it boots in Compatibility mode. You find it on the Advanced menu.  Once enabled you can then also set it up for Secure Boot.

If it's taking that long it might be training memory every bootup, so it may not be retaining settings between boots.

EDIT UPDATE: It appears there's a new BIOS version on the B450M Mortar Support page.  It says it includes AGESA 1.0.0.3AB which AMD was telling reviewers to use to fix boosting problems.  Suggest you check both your support page and then the BETA page to see if your Titanium has an update.
