Just a heads up MSI, the new BIOS is causing this issue. I have verified that with BIOS 1.E0 this does not affect CPU utilization. The added features to support Ryzen 9 series 9XXX processors is welcome particularly the 170/120/85w setting to relieve users of the high idle temps. I will be checking weekly for an update, thank you.
