C236A workstation 64GB Ram and Raid card can not run together

CPU:          E3 1275 v5 
RAM:         Kingston 4 X 16GB ddr4 2133
Raid Card: Dell PERC H710P 1GB NV Cache 

64GB Ram and Raid card can not run together and 3 red led near ram slot ( CPU DRAM VGA ) no stop loop (CPU---> DRAM--->CPU ---> DRAM) 

when unplug any one ram it is work   
or unplug raid card it also work 

but i need 64GB Ram and Raid card

and this MB has v-pro

what is the model name of your memory & BIOS version? and just for clarification, what you're saying is 4 memory = boot & 3 memory + raid card = boot?

ram : kingston KVR21N15D8/16
BIOS version: 2.3

4X16GB memory (NO RAID CARD) = boot 
3X16GB memory (ANY 3 SLOT)+ raid card = boot

4X16GB memory + raid card = no boot
