Cant boot my pc with my hard disk, but other pc works fine with it

Hey, i've encountered wierd problem with one of my PCs, i will call them pc1 and pc2 for better understanding.
So, yesterday pc1 stopped working, i couldnt get it to boot up, when i try to boot it up iwould go past the "motherboard screen", the one where you can press f11 to get into the bios and then see only blinking line(cursor) for 20 seconds before it restarts itself.
I took hard disk from pc1 and tried to boot pc2 with it, and it worked totally normal, and also i took hard disk from pc2 and tried to run it on pc1, and it worked fine. Both PCs are the exact same configuration.
So HDD from pc1 works only on pc2
And HDD from pc2 works on both.
I bought new SSD, but when i try to install new windows with Bootable USB i encounter the same error of never going past the blinking cursor, i also made a new bootable USB version of windows which works fine on pc2 but it doesnt work on pc1.

Im sorry if my explanation is confusing, idid my best!

And what are both computers? What are their specification? What HDD and SSD these are?? You didn't tell us anything useful really.
Have you tried different SATA ports?

Sorry,my bad.
Both pcs consist of
Mb:msi a320m pro-vd plus
Gpu: gtx 1050ti 4gb
Cpu: ryzen5 1500x
16gb of ram, kingston hyperx 3200mhz
Hdd: toshiba DT01ACA100
Those are the same.
And the new ssd is verbatim vi550 s3 128 gb.

And l,yes i have tried other sata slots

Have you got UEFI/Legacy selected correctly? Windows installed under Legacy mode won't run in UEFI and visa versa.

That's incredibly weird.
Are both boards on the same BIOS version? Have you updated it at all?
