Hey drek4, I have the same problem with my MSI Sword 17HX B14V 14700HX RTX4070, no undervolting(I can do more voltage but I can't lower it), can you help me please?

Intel and MS have reduced many options with ThrottleStop, it doesn't work with my i9 13950HX either, reducing the speed of the CPU in FIVR.

Maybe try lowering your ''VR Current Limit'', as per @bouchaismail91 suggestion.
