Charge battery

I have an msi gs 66 stealth … it has a problem that the battery charge has not been charged between (90-100)%, and has not been charged .. but if the battery is lowered to less than 90%, the charging starts and reaches 100% … The battery lasts for two hours and a half of normal use of the laptop … Is there a problem with charging the battery or is it normal

that is 1000% normal if you have it set to full charge it will not charge till it reaches 89% battery as the top 10% on a Lithium Battery is where its the most likely to burn out the cell if it charges there so has a built in safety on the battery cell itself to prevent starting of charging above 90% already charged

as for the battery run time yeas a few hours on its battery is normal as that class of laptop is very power hungry so will drain the battery quick
