I want to know if the "MSI GeForce RTX 4060 Ti VENTUS 3X 8G OC" graphics card will fit my "Tesseract BF Black" case if the "Biostar H81MLC" motherboard is installed there.

Only if you pull the Drive cases

280mm is not enough room for most 3 fan GPU

You need at least 315 to fit it with out having to twist it to get it in the case
