i have that exact Monitor:

i guess your just connecting a USB-C Cable to it?

if so:
USB-C Port
This port can send simultaneously video signal and power stream up to
5V/3A It doesn’t support data transmition function <--- it has no DATA connection to the hub

the USB Ports on it it Connected Via the:
USB3.2 Gen1 Type B Upstream
Port
For USB Upstream Cable

you would have to have 2 Connections for the USB Ports to Function as it requires the Upstream Port to be used to allow a DATA connection to the USB Ports and SD Card Reader.

Yes, you should connect the separated USB upstream cable to power up the USB ports of the monitor.
Note that USB ports on the monitor, doesn't work when monitor is in sleep mode or turned off.
