Driver Installation Issue with 5600 XT Mech OC

Recently built a new PC everything with the build and installation of the OS went smoothly. I am currently running into an issue with the setup not letting me install the drivers for my graphics card. Currently under the device manager for the display adapter it shows the Microsoft Display Adapater.
I have tried using the update driver and scan for hardware changes in device manager. It doesn't recognize a change in the the hardware and says the best driver is currently installed.
I have tried to manually install and use the driver installer program on AMD's website but when it reboots the computer the display goes dark. I know that that should happen a few times during install but after an hour there is still no display and then when I try to restart the computer after getting an initial windows loading screen the display goes away. I either have to reinstall windows 10 or use a restore point to get the display working again.
I am currently wondering if it is my PSU, which I reused from an older build, my Mobo, or the GPU itself is faulty. Any help or suggestions would be great. My specs are in my signature.

Sounds like card is bad. Can you try it in a different machine?

I have the same issue with the exact same card. I have had it since April and this only happened in the last week so I hope there is a solution besides getting a new card
