EZ Debug Led Light flashing DRAM and CPU

I purchased MSI INFINITE 9SH-692CA Gaming Desktop Computer, 2.9 GHz Intel Core i5-9400F, 1 TB HDD + 128 GB SSD, 8 GB DDR4, Windows 10 Home.
I needed more performance and decided to do some upgrades. I upgraded the mother motherboard to B460m-A Pro with Intel 17-107KF and compatible DDR4 ram.
On the EZ Debug LEd, i get the lights alternating from DRAM and CPU.

Does anyone know what this means.

Could it be the power supply? Current model is FSP HA350 (350 W max).

It's possible that it's the PSU. The wattage is on the low side and it's probably a couple of years old. You are saying you have a 10700KF, so you must have a graphics card installed too. That also needs a certain amount of power, depending on the model. You didn't say which card it is, so i will assume it's a lower-end card. I would still go with a 450W PSU (or higher) with a 10700KF CPU, and not just any PSU, a good one.

For example:
be quiet! Pure Power 11 (CM / FM)
be quiet! Straight Power 11
Seasonic Core GM
Seasonic Focus GX / PX

Of course, it also could be other things. For example, you can try with just one stick of RAM. Also, putting the board outside of the case on a wooden table, to exclude the possibility of a short with the case. Furthemore, you can check that the cooler was mounted properly (which CPU cooler do you use?). But don't take it off right away, it would involve cleaning the old thermal interface off the CPU and cooler base, and reapplying new one.

Thanks for the reply. I took the motherboard and CPU back to the vendor. It turned out I had a defective CPU. I did take your advice on the power supply. Thank you.
