Fan Stop not working on brand-new 5070ti

Hello,

I just bought a 5070ti Ventus 3x card (replacing my 3070ti Ventus 3x card). Passive fan mode (fans not rotating at all when card is idle and cooler than 50c) worked perfectly with my 3070ti, but after replacing the card, updating the drivers, redoing all my fan curves, and checking MSI Center / MSI Afterburner, I cannot get the fans to stop rotating on this new card.

I have tried the following:
- Uninstalling all fan control software and rebooting my system after reinstalling my drivers and ensuring the card was functioning properly.
- Checking that "prefer higher performance" is *not* selected in the Nvidia control panel.
- Reinstalling *only* MSI afterburner and updating the fan curve to force 0-RPM mode.
- Installing MSI Center and ensuring the "Zero Frozr" setting is ON (I did not need to do this on my old card for the passive fan mode to work).
- Using a third-party fan control software (FanControl.exe) to try to force the fans to run at 0RPM.

None of this has worked. I can only conclude that this card does not support passive fan mode at all, except on the product specification sheet it explicitly says that this card *does* support Zero Frozr and silent running mode while at idle. The card idles at 30c and the fans are currently locked to 30% speed when under 50 degrees. I work in an audio-related field, and a card that can run passively under low-load is absolutely critical. Is there any way to get this to work on this model of 5070ti, or will I need to go buy a higher-end model?

The card has two modes for fan activation The temperature and Total load on the card temp is 60c or so, but the load could be as low as 20% for fan activation

I see, thank you, that is good to know. Is there somewhere I could find out exactly what that load is? Using GPU-Z I can see that the card is only pulling 20 or fewer watts with just my desktop and a browser open, which seems like an extremely low power draw to start the fans for.

Also, do you happen to know if this is a limitation of the 5070ti itself, or MSI's implementation of their fan control? If I can get functional passive modes elsewhere I will look for other brands.
