flickering and not full hz issue

my monitor has 2 problems:
on the one hand, it flickers almost every time i turn it on, its not a big issue, because i can restart and usually it corrects, but its annoying, and shouldn't happen.
on the other hand, the biggest issue is that on my personal computer it does not develop full 100 hz, but 60 hz. i have tried every possible configuration, and didn't reach it, so please, tell me what should i do.

I recommend you to use DDU uninstaller in safe and uninstall your currect gpu driver. Then install latest version of GPU driver from amd/intel/nvidia official site for your laptop.
Which GPU you pc has? I recommend turning off fast startup for fixing flickering
