that is normal as I have a MSI Force GC30 V2 too.

what it is actually doing is detected power and DATA so it Starts to only Blink the lights for the mode your in Currently:
top 2 for 360 Controller Mode
1st and 3rd for GC30 V2 Analogue Controller Mode
top and Bottom for Digital mode
lower 2 for Android Mode as its detecting its in use on a PC so you can see the mode your in.
only the ones for the Mode will Blink while charging from the Computer as its detecting the Drivers and is in Wired Mode...

if you connect it to only a Battery Bank or USB Charger all 4 light Blink at the same time as its just picking up Power Connections Only.

once its completed charging it will make the lights go Solid for the mode your in till you disconnect it from the computer or Power Supply then all 4 lights will Blink till its goes to sleep after 5 mins of inactivity or till you power it off by Holding Back + B.

is the controller charging when you see this?
can you locate the reset hole and insert a paperclip to reset your controller?
that will do nothing it will remain the same Exact Behaviour even with a Reset as its 100% normal what its doing as MSI never Explain it very well in there Documentation I had to ask a Product Manager at MSI about it as it confused the hell out me too when I got one around 7 months ago and it made absolutely no sense what it was doing.

When the Lights Goes Solid its stopped accepting any more charge as the battery is full. when its Blinking its Charging.
