GeForce 3070 suprim x with scorched burn marks around the exposed chip, is it okay?

I recently bought a MSI GeForce RTX 3070 Suprim X off eBay and I received it with some odd rust or burn/scorched marks around the exposed chip and solder at the backplate of the GPU.

I’m not really sure what it is and I couldn’t find any related issues, I haven’t powered it in or used it in any way because I was worried something might happen.
Anyone know what the issue is, and if so is there a way to fix or should I just return it back?

Don't see anything burned
Discolouration is quite normal where the GPU gets hot
 
Thanks so much!!! I’m not the most knowledgeable with pcs so I was unsure whether this was serious or not. Though does this affect the longevity of the card by any chance?

I don't know, is hard to say, but I can tell you that the GPU has been repaired recently, as I just noticed the Solder on the Bracket
So that staining may be from a repair as well, or if you're very unlucky, you've just been scammed, and the GPU has no core or Memory
I would try to scrape that bit of solder off in case it comes loose and shorts out the GPU before testing

Will do, 750W msi psu comes in today so I’ll gently scrape it off and test it then. The GPU is returnable but in case the seller is scummy I’ll just resort to eBay money back guarantee.
