GPU stuck at 210 MHZ

Geforce rtx 3050 laptop GPU. I think it is in power saving mode. changing the scenarios in the dragon center doesn't change anything. I also clean reinstalled the NVidia and intel graphics driver. Please help, my laptop will only be one year in 10 days.

i have the exact issue here, just a month after my laptop turned one year, ive been doing some research and most people just gave up and rma it, i no longer have warranty so, i cant afford a brand new gaming laptop, ill try to keep you updated if i can solve this..
 
You have to provide more information for reference.
1. Which model of laptop do you have?
2. What kind of usage scenario is when you see GPU clock is stuck at 210MHz? Play games? Idle?
 
You can use 3Dmark(Time Spy) to confirm the GPU performance and check the frequency variation. You can provide the screenshot so that I can help you to check.

Playing whatever game, the performance has dropped a lot. I had Heaven Benckmark 4.0 and it shows an average of 20 FPS.
Both GPUz and Copen hardware monitor say GPU frequency is stuck at 210Hz (1300 Hz when it was working so the reading is OK)

I managed to reach normal FPS uninstalling NVIDIA drivers and installing version 462.21. HOWEVER, only using MSI Hybrid graphics.

Then I went back to up-to-date drivers to play Baldur's Gate 3 and everything broke again.

I have tried all of these EXCEPT formatting the computer (that is a no-no):
- uninstalling NVIDIA graphics drivers (using DDU in safe mode) and installing other versions (the one above worked a bit) including the latest.
- flashing BIOS again
- changing windows power profiles in many ways
- forcing high performance in nvidia panel
- making sure afterburner profiles did not exist, uninstalling afterburner
- chaging user scenario multiple times
- switching between hybrid and discrete graphics in many combinations with the above

Try the F3 Recovery?? And do you always use AC power and set it in the Extreme Performance mode?

Unfortunately no power plan or recovery has worked at the moment :(

I also noticed that the power draw of the card is 700+ W which is impossible and the only way this does not happen is when I use the driver version 426.21 because, apparently, it does not correctly detect when the graphics card is drawing more power (keeps saying 6W even in game).

Also, if I run on battery and launch a game, the computer turns off.

I suspect there is a problem in the power IC that is causing the computer to not behave correctly.

I know micro soldering so I whish I knew which part to replace.

Does anyone know which is the power IC in this board? (GE 76 Raider 11UH)

I've got the same issue.
Did you try to perform BIOS update and EC reset?
If not, you should try first.
By the way, I'm curious how you triggered this issue. If you run Furmark GPU benchmark test, do you encounter the same problem?

MSI GP66 11UH RTX 3080. I tried the old driver and the wattage was locked at 6w and the GPU went to 1200mhz, any other driver and the power in GPUz reports 750W and 210mhz is the max limit. I've ran 3DMark Timespy, games and other things. I bought the laptop like this and have been trying to fix it. I've replaced the battery just barely and pressed and held the button by the battery as well as held the power button for 60 seconds. I also flashed the vbios with the firmware on MSIs website, I speculate a faulty NCP,45495 chip but visually inspected it and it looks fine.

can any of you link me the driver 462.21, I've got the same issue and I'm desperate everything I did kept me at 210mhz and over 500W, I just can't find it online and looking at msi drivers it just gives me the option to download 512.15

I have the same issue, My GE66 Raider RTX3070 is locked at 210Mhz with GPU-Z reporting nearly 600W, sometimes 6W like yours when using other drivers. The only workaround I could find is to flash the GE76 RTX3070 Vbios (tested a lot, only one that worked for me), but it only works for a while before going back to 210Mhz, putting the laptop in sleep mode will bring the GPU back to normal clock speed until the problem reappears again
But I want to know if it's a faulty NCP45495? If you could share what did you find out it'll be much appreciated
 
I had this same problem with my RTX3060. For some reason, disabling the ethernet drivers fixed the issue.

Go to the device manager, the network section, look for the driver with the word "ethernet" and disabled it.

I have no idea why this works but it did for me.

I will try to update the ethernet drivers later and see if I can get both ethernet and the GPU working properly.

I have two Katanas. I have got exact same problem with Katana GF66 11UC-212FR. I have RMA-d it, as I still had warranty.
Now, 1 year later, EXACT same problem with the second laptop (less used maybe). And now a ton of BS started from MSI Service.
"Have you tried to turn it of/on again?", "Have you tried to F3 reinstall Windows", "Here is the BIOS, just change it (sending E1582IMS.315 dated 06/07/2023)".
A perfect citation is: "ce n'est pas un problème de PC, mais un logiciel qui doit être mis à jour. Il s'agit du BIOS." (Not a material problem, but BIOS).
THAT is the answer of a service engineer from MSI France (or Poland) with 09 years experience as boasted by him at Linkedin.

Yes, this IS the material problem. Yes, I have already put the GPU BIOS (not usual BIOS) from the previosly repaired laptop, thinkng it has been the GPU BIOS problem.
The temporary solution is to put an ACER GPU BIOS, but choose wisely and pay attention, it could run hotter.
It is unbelievable, but it took a MONTH to finally agree with me and send me another RMA. Only after my call to my juriste who explained how to proceed.
MSI FRANCE has sent me three different RMAs, and the last, 4th with an adress in POLAND. No, thank you. With that degree of competence, I'd better stay in France.
So, guys, where to look: HWINFO64 and FurMark (2.6.0 - I used). Run benchmarking on Furmark and check HWINFO. If you see 210Mhz all the time and 752W power consumption, IT IS NOT A DRIVER/BIOS. Repair it as soon as possible.

MSI, you have highly incompetent Service and you are lucky we are not in US. It is a common problem for Katanas, worth a recall. But who really cares, right?
I have never regretted that much any laptop as MSI. Worst, I'm stuck with TWO of them...

PS. About drivers. Writing these lines from a Katana with Nvidia 31.0.15.2824 driver. No problem. I could attach a screenshot, but just believe me, everything is fine... since repairs.

thats exactly what happened to me
suddenly when i open any game i get 7 fps normally i get around 70 fps
and after alot of searching how and why i found out using GPU-Z that the clock speed is stuck at 210 MHZ and the power consumption is 752W and i still dont know what to do
i tried alooooooot of methods and non worked
what is the solution??????

Repairs. Or try to find a GPU BIOS from another Rtx 3050ti, and switch it. As I see, on techpowerup VGA BIOS there is only one for Dell, but at boost it gives out 1695Mhz. You need to check if it is the same as for yours.
Sorry, I can not be much of help, I have Rtx 3050. For me ACER GPU BIOS worked temporarily, but now I have sent it for repairs. We'll see.

tried it and its still the same i think its a faulty ncp45495 chip
