GPU TGP reduced to 80W on titan 18hx.

Since several days I observe in my laptop, that the GPU TGP on nvidia 4090 is reduced to 80W.
How can I go back to previous limits?
 
Follow the video tutorial to clean install the Intel IPF and DTT drivers, make sure to install the drivers on MSI website.
 
I got it on windows. But on linux still no success. Interesting is, that in the past it was running.
