GTX1660 Artifacting

I have a GTX 1660 and sent it in once for an RMA because of temperature issues that was fixed by MSI and returned. After a week I started to notice there was miscellaneous dots or shapes, tearing, blotches, lines and even a entire scene that blacked half the picture. Then started freezing the games or crashing with DX error. This followed by freezing all running apps. I tried the card in a similar set up and it started doing the same in that system. So I know it is not the power supply or CPU, or memory. I ran memtest etc. and all tested fine. I have turned the clock speed down by 100 mhz and seems to have stopped most of this but occasionally It starts up especially after playing for about an hour. I put in for a second RMA but it has been a week and no email or response. Just an email from customer care when I asked what was happening. How long for them to review and approve the RMA? Shouldn't I get an email stating they received the RTMA request? Holding off till I can get a 3060TI or RTX 3070 from MSI.
