GPU @100% load is at 59-63c.

full specs is as follows,
- Model - MSI Pulse 16 AI C1VGKG
- Intel(R) Core(TM) Ultra 7 155H, 3800 Mhz, 16 Core(s), 22 Logical Processor(s)
- NVIDIA GeForce RTX 4070 Laptop GPU (8GB GDDR6), 140W max graphics power, 321 AI TOPS, 2175MHz boost clock.
- Windows 11 Pro

THINGS I HAVE DONE TO TRY AND CHANGE IT
I have tried to change User Scenarios in MSI Center but that didn't seem to help at all.
Power Management is set to Max Performance, Battery Plan is on High Performance. (It's also plugged in to a original 240w Chicony Brick Charger)
Whisper Mode is disabled, I have no frame caps as well.
"nvidia-smi -pl ..." doesn't work. (Changing power management limit is not supported for GPU)
I tried to do an EC Reset, I just ended up in a loop of MSI logo - Black Screen - MSI logo. (I had to restore at a point in time)

Based on the image, the GPU temperature is only 63℃ under full load, which is unreasonable and may indicate insufficient GPU load.
It is recommended that you download and use Furmark to test GPU power consumption . You also need to close all other programs and software, and stop Windows updates. This will prevent other programs from consuming CPU resources and causing inaccurate test results. Additionally, in MSI Center, you need to set the EXTrme Performance mode. Please keep the AC adapter connected.

The Furmark testing interface includes a GPU-Z tool download; recommended to download GPU-Z to check GPU power consumption. Then, configure and start both Furmark and GPU-Z to test GPU power consumption.
