It's likely not possible, unless you have other hardware, including a motherboard, to test all the possible components by swapping them around.

Hi
What makes you think CPU doesn't perform as it should? How are you testing the sound? What do you compare those things to?
Please also see >>Posting Guide<<

Hi well i think it makes cpu work worse because cpu usage is too much too when gaming, it becomes 100% forever in task manager, and in rivatunner for example it goes 40% or 50% and quickly 80% or 100% no matter if I move quickly in a game or if I am in the Lobby or if I put the textures in Potato Mode or if i Cap 60 hz
It makes me stress too much because i got 1 stuttering per second :(
And i think the sound card just got an error or something that i cannot repair because i put some mic in pink or green of rear or front and it just doesnt work no matter what and sometimes i make it work but it sounds like trash and i have to talk with the headphones not with the mic wtf xd, please help me

Sounds like a sofware issue, too many background apps, or a specific app/ driver issue. What's the rest of your hardware specs?

i reinstalled windows and drivers, executed many repair utilities but it doesnt work :(.
My components are:
CPU: I5 9400F, overclocked with quickcpu to 3.91 Ghz by just changing value to maximun performance
MB: MSI B360M pro-vdh, yeah its a professional mb not a gamer mb xd
GPU: MSI GTX 1660Ti Gaming X
RAM: HYPERX Fury 2666Mhz 16gb (2x8)
CASE: GAMEMAX POLARIS BLACK
PSU: GAMEMAX VP-600 80 Plus Bronze
M2: WESTERN DIGITAL M2 Blue
There are 4 case fans, 2 gpu fans and 1 cpu fan in the case, i dont think is temperature problem.
Please help me guys

Hola
¿Qué te hace pensar que la CPU no funciona como debería? ¿Cómo estás probando el sonido? ¿Con qué comparas esas cosas?

I mean, that's the CPU you got yourself.
There is possibility of some virus running in background or in web browser as an extension, causing higher CPU and/or GPU load.
Run a Cinebench test on single core and multi thread and post results here.

First of all, uninstall or stop using and software that claims to "overclock" your CPU. That is a load of crap, the 9400F will boost on it's own based on load/ heat/ power limits specified by Intel. Only K series CPUs are overclockable by multiplier changes, anything else is a placebo. Also, you need to check your CPU temps under load, actually all temps during the problem times, in case you got a bad install of the CPU cooler etc...

I would go into your BIOS, and set performance defaults, and install Windows 10 with a USB stick, made by the media creation tool. Aferward, enable XMP profiles for your RAM, and don't install anything else, no drivers, nothing, except the game that's giving you problems. This will eliminate any possible software issues. Those programs you said you ran to "fix" things, are a bunch of crap, nothing can magically repair damage done to you OS, or mistakes made in the installation of drivers/ software. They are all gimmicks, delete them all.

If the game is running right after that, then you can work on adding other software you use and/or drivers needed for other hardware, etc..

Yes I have checked with the Intel Processor Diagnostic Tool and it passed the test But I still have random CPU load And Many stuttering

I don't even make an xDDD sound and the mic sounds like electricity

This is imput lag in fortnite xddd, it must be maximun 20 or 30 of total in a tournament lobby xdd, but it seems like mi pc is gonna explote, also gpu is ok
This happends sometimes

Do you have an optcal drive installed? There was an issue in Windows, with DPC latencey and having a disc inside a optical drive. You certainly have a software issue, try disabling the audio device in device manager, see if the spikes go away, then we'll know if it's a audio driver or device.
