I have found the problem with my computer system. Turns out that my MSI 970 Gaming MOBO is the culprit and it also taken down my MSI R9 390 graphics card, WOW. My computer stopped functioning about 3 days ago and has been sitting in the repair shop, getting diagnosed. It appears that this MOBO has a history of thermal pad leakage, from the -ravm, on the board. My board is stained with greasy looking splotches all around the v-ram so since I appear to probably have nothing to lose, I took the heatsinks off and found the thick thermal pad, on the large heatsink is all greasy feeling and no longer good. As for the smaller heatsinks, I removed them also and found, with both of them, the very thin thermal pads are useless with half of them baked onto the heatsink and the other half left on the board. Other than the greasy spot(s) around the large heatsink, there doesn't appear to be any damage around the smaller heatsinks on the board. I am wondering if I can get the board cleaned up, get new pads, of the appropriate thickness's, put them on, if that will cure my MOBO problem(s)? Anyone have any idea what will clean those thin baked on pads off the heatsinks & board? I will also attach some pictures, if I can. Thanks for any response(s). Well ain't that cute, the pictures are way to large.

Due to a space problem between the CPU cooler and the smaller heatsink, I had to modify the heat sink and thereby damaged the thermal pads.
Replaced it with Arctic Thermal Pad - 1mm, and everything is fine.
The motherboard is MSI Z590 Torpedo.

I don't think I even had that much room. It's more likely my pads on the smallest 2 heatsinks are .5 mm. Well, I do have the MOBO cleaned up and the baked pads cleaned off and man, I've got to say they were baked on there. I used my finger nail to get most of it but on the stubborn areas, I used just a touch of mineral spirits to loosen it up, quickly followed by some alcohol to clean it all off. Now, I just need to find out what the actual thickness of pads I need to replace them with. The pads are 20mm square, I already know that. I am also wondering if there needs to be more space between the heatsink and the computer board and if some arctic 5 or MX 4 thermal paste will work just as well. Any insight is deeply appreciated. All I know is that this board ran, at the repair shop but another video card was fried, from being hooked up to it and run so I have no idea if there is anything else wrong with it. Anybody out there had any issues with this?
