I have msi b350m pro vdh / ram problem

CPU: AMD Ryzen 5 1600x
RAM: 1x 16GB Adata DDR4 2400MHz
GPU msi geforce gtx 1050ti Gaming 4
SSD: 248GB team group
NT: 500Watt

i put 2x 8gb ram adata 2400mhz cl16
and pc not starting with 1 ram work now im with 1x 16gb ram
why i have the problem do i need update bios or the motherfucker sick

Try update BIOS before placing that new RAM.
Also ensure you are placing them in the correct DIMM slot.

It is written on a sticker on a side of the PSU. The PSU is the foundation of the entire system, so it's an important part.

Cooler Master Elite Series PSU's are an avoid at all cost PSU (bottom of the Barrel) as they are terribly Built and i would never use one of them as there Garbage tier PSU's.

Agreed. Cooler Master Elite V3 is classed as "Tier E • Avoid" on the PSU tier list. It uses a simple so-called Double Forward topology, the secondary side uses only passive rectification, all based on a cheap and outdated group-regulated design. This results in bad voltage regulation for asymmetrical loads, meaning it is not well suited for today's systems which pull most power over the 12V rail. Several components like the primary capacitor are undersized and of low quality.

If you buy new RAM, do not mix it with the old 1x 16 GB RAM. The best way for any modern motherboard is to use a RAM kit of two identical modules, this is equivalent to a racing bike. The second best way is to use four identical modules, this is the equivalent to a van (only use it when you can't reach the desired total RAM capacity with two modules). But using two identical modules and one totally different one, it's like a car with two normal tyres and one tractor tyre, it will always cause problems.

So if the new 2x 8GB DDR4-3200 arrive, use only that, in slots 2 and 4 from the left. I would also advise to get a quality PSU, see Guide: How to find a good PSU.
