I need Help!!: High idle power consumption in Msi after burner and poor performance in benchmarks

Good day, my issue is that my 2070 amour power draw is about 24watt as in pictures at idle and perform really bad in benchmark such heaven benchmark, about 25% decrease in performance, I have used 3 gpus last 3 month, and this one is weired, I tried
1- Fully delete drivers and reinstall them and install older versions + I used DDU to clean evreything but no results
2- I completely rest my windows 100%, it took about 5 hours.
3- I update my Mother Bios + I remove and install the small battrey in the motherboard to rest it setting
4- I unplung and plug the gpu and chagne the pcle slot more than once but no resutls
5- I change screen resultion, Refresh rate, and cable but no results while keeping msi working to check if power drop but no results + I use one Asus VG27AQ 27 2k 144 moniter.
6- Voltage is noraml in idle and in stress, idle 0.718 and in stress between .975- 1.025
7-Changing Nivida control panel power plan, no result.

Important!!
The gpu when benchamrk and gaming uses full power draw and clock speed and vram speed, temprature is normal but the perocmance is very poor I dont know why???

PC spec
Ryzen 3700x- dual tower air cooling
PSU Corsair 850x
Ram corasr 32g
Motherboard Rog b550-a gaming

How did you tested it exactly?
Is there any GPU throttling while testing? [you can log the GPU activity with GPU-Z]

Do you use dual/multi-display setup too?

No temps is fine

No only 1 Asus VG27AQ 27 2k 144 moniter.

No I bought it from market from child not know anything about this issue

5-I beleive the problem is with this gpu because i was having 2060 super and it was giving me much higher scores about 1 week ago also 1 month ago i was owned 2080 and scores were perfect.

Please check files
First file: Idle state
Second: Directly after finishing 3dmark I click on screenshot on cpuz
Third: I go to cpuz setting and put show max read
Fourth: Results of the benchmark
Sixth: gpu specs from cpuz

Check it with log to file because from screenshot its only short period of time that can be seen as history trend.

Fourth: Results of the benchmark
At what resolution which settings were used?
And how many scores you are expecting in there?

First file: Idle state
Which P-State is this? Can you check it with "nvidia-smi" from cmd, when you got those IDLE data from GPU-Z?

Got it, for idle power consumption is a normal and expected results.
For GPU-Z, there are different throttling, but nothing abnormal.
Maybe if you re-paste it / change pads can improve to reduce the power throttling.
Aside from this, you can also under-volt and OC it to improve the performance further.

But brother why I need to change thermal or pads the temps are execlent + why my perfoamcnne not like guru3d keep in mind that my score on cpu is higher than them when they review it and why gpu scores much lower comapre to them 8300 vs 7400 more than 10% I beleive it's huge diffrence.

I didn't say to change it, but if you gonna change it maybe can improve the power throttling.

There are no temp sensor on the VRMs.

Show what review you are looking.

Without detailed system specs of both PCs can guess only.
Also exact details for tests used [at what resolution with what details]
