Is there something wrong with the panel or monitor, it has these circles when off? Works fine when monitor is on.

It's hard to tell what exactly that may be. Probably some internal layer.
But if the monitor works as expected, then I wouldn't worry about it.

Please ensure the panel is clean and run the monitor's OLED Care feature completely for cross-verification .If the problem persists, you may contact the service center for further assistance.
