Low 7800x3d speed in cinebench r23

My speed is at 4.550 ghz during a Cinebench run with pbo enabled. I sent the PC back to the store that built it, and they said they tried putting in a new CPU and putting the CPU on another motherboard with the same issue, so they called it normal. Are they wrong? I also tried the curve optimizer and got 4.6 MHz then. The motherboard is a b650 tomahawk max Temperature 78c

Here is what the store said:

Speed on the processor momentarily peaks at around 5 GHz across all cores upon arrival. All-core and stress tests usually settle around 4.55 GHz. Tested with another processor, and the processor was tested on another motherboard with equivalent results in terms of frequency. Different frequencies on all-core with different bios: the newer beta version gave high clock speeds but a low Cinebenchscore of 15500 points; the older beta bios from last spring peaked at around 17450 with Expo enabled. The current BIOS 1.70 gave 17280 points in the last test and was stable at start-up with us. Longer startup/boot, but nothing beyond what we normally see at 6000 MHz and AMD, tight settings, and memory training are done at every startup. The processor cooler was adjusted to "offset mode" for better cooling. No impact in terms of frequency or points was noticed from this.



If i can get someone from msi that can say that this is not normal i can use that as proof to the store
 
HWinfo is updating every 2 seconds.
The freqency the cpu is adjusting is much faster, and no tool can clearly show you whats happening.
When you wish to, you can try one more thing on your own risk. You can try to set the LLC to mode 4 for testing. With this option you won‘t get Vdrops and this may result in a constanter boost.

yes i will try that but i dont think i have a cooling issue as i got the freezer with mx 6 paste

In your hwinfo your CPU is capable of hitting the boost with 4850Mhz in multi core load. So what do you thing is holding it back to keep the MHz up?
With no other limitations, which you clearly didn‘t set, there is no other reason then the temps.

That was at windows nothing else running and even when i run cinebench and the temps are at 75c its still at 4.6 when doing a -30 curve optimizer it hits 4.8 in cinebench at 80C im not stable at that but it does hit 4.8 at 80c with a unstable curve optimizer
 
Ok. So like I said. I don‘t see problems with your cpu itself, because it can achieve full boost with 4850Mhz. It has to do some with other circumstances, like Temps or Vdrops.

It does not boost to 4850 on full core load on Cinebench; it goes instantly to 4.6, and if it was cooling, why do other people with the same cooler and same temperature have a higher speed? When using the curve optimizer and using -30, it goes to 4.8 and is still the same temperature, so if it was a cooling issue, it would not be hitting 4.8 at the same temperature. Right?

that is when it is idle on the desktop. i started hwinfo64 before i started my benchmark and i did try to set llc to 4 nothing changed
