Maximum load gpu and memory frequencies (MHz)

Hi. On the video card MSI GeForce RTX 4060 VENTUS 2X BLACK OC 8192MB if you believe Afterburner I have the maximum load gpu and memory frequencies. Although no application is open. Perhaps someone has faced such a problem?
Also the second problem is that on the screen the temperature is 59 degrees, and the coolers are off.

Load depends even on monitor and resolution you are using, and if it's one or more monitors. So if it's for example 4k monitor, GPU will run at higher clocks even while idle.
May also be some apps you have running in background, or sometimes even malware mining bitcoin.

Thank you for your reply. I have one full hd monitor, and I just recently installed an operating system, and I haven't downloaded any third party programs. I don't have any programs in the background either.

I have the latest nvidia driver installed.

Check nvidia control panel settings, perhaps something is in high performance mode. Also double check windows power settings, try setting that to balanced.

I have everything on default. The only parameter that I changed in the nvidia panel I changed to the standard one. But that didn't help either.

I don't really understand this curve. But perhaps she is fixated somehow wrong?

When I lower this curve all the way with Shift held down and apply the setting, the MHz gpu parameter decreases

out of curiosity do you have RTX Voice turned on as that can force the GPU into performance mode all the time even when not selected to be in that mode? is so turn it off and see what it does.
