ME Firmware Update Failed (Error 363) on MAG B660M MORTAR DDR4 - Need Help!

Hi everyone,

I’m reaching out because I’ve hit a brick wall while trying to update my Intel ME firmware and I’m hoping someone here has navigated this specific error before.

My System Specs:

• Motherboard: MSI MAG B660M MORTAR DDR4
• CPU: Intel Core i7-12700K
• Current BIOS Version: 7D42v1O (E7D42IMS.1) - Updated recently from older version.
• Current ME FW: 16.1.38.2676
• Target ME FW: 16.1.40.2765

The Problem:I am trying to update to the latest ME firmware (16.1.40.2765). However, the update fails every time. When I attempt to run the update via CMD using the Intel FW Update Tool, I receive the following error:

Error 363: Update to incompatible PMC

Context:I recently updated my BIOS from a very old version directly to the latest 7D42v1O version. I suspect that since I skipped several intermediate BIOS updates, the PMC (Power Management Controller) version is now out of sync with the ME firmware update package provided on the support page.

What I’ve tried:

1. Running the .exe installer as Administrator (Fails silently or with a generic error).
2. Using the FWUpdLcl64 tool via CMD (Results in Error 363).
3. Confirming the ME driver is installed correctly in Windows.

Does anyone know if there is a specific "bridge" ME version I need to flash first? Or is there a way to force the PMC update along with the ME firmware?

I’d really appreciate any guidance or if someone could point me toward a specific tool version that handles this PMC mismatch.
