For whatever reason on the latest version of MSI Center (2.0.59.0), the ability to control the fan speed on the PSU has gone, which means I can no longer set it to Auto for 0 rpm anymore. At least its on the minimum speed so its silent but I should still have the option to control the speed as advertised.
