Memory remapping? or where did my memory go?

My computer has 4 gb of memory installed, but only 1.96 gb is "usable" according to windows.  Before you read further, yes I am using x64.

Mobo: MSI H55-G43
Processor: Intel i5 2.8 GHz
Memory: 4 gb of Corsair XMS3 1600 mHz DDR3
Video Card: HIS H577FK1GD Radeon HD 5770 1 gb
Operating system: Windows 7 Ultimate (legit copy, activated, all recent upgrades, etc.)
Bios: Newest, version 1.4

If I install one stick in the first slot (#1) it shows 2 gb installed.  If I install the 2nd stick, it shows 4gb installed, 1.96 usable.  The bios finds all of the memory (shows 4gb on boot).

I've checked all of the bios settings and I can't find anything that makes a difference.  I've reseated the cpu.  I've reset the cmos.  I've checked my memory sticks.  No matter what I do, windows still takes 2gb of my memory and calls it "system reserved."

Thoughts?

#1 slot as in the correct 'black' dimm slot? Second stick in the second black dimm slot?

Timing was 9.9.9.24; voltage was auto.  Overrode auto voltage and set to 1.5 v.

These should work right out of the package with everything set on Auto or Default.
 
I should also add: installing either memory stick in DIMM 1 and booting the computer results in 2 gb of usable memory.  The computer will boot to windows and show 2.00 gb installed.

Installing either stick in DIMM 3 and booting (with the other stick in DIMM 1) shows 4.00 gb, 1.96 gb usable.

In other words, I have more usable memory with one stick installed rather than two.  Both are 2 gb sticks.
