Modded BIOS for MS-1722 ID1 (barebones) to remap Turbo to P1?

As the topic states - if FN and Ctrl can be reversed, can Turbo and P1 be reversed to support Turbo mode on the MS-1722 ID1 (since it doesn't have touch sensor bar)?
 
Nop, since they use different own EC versions where "Turbo" doesn't exist.
