MPG X670E CARBON sounds cracks and frame rate drops problems

Hello everyone,
I built new PC on MPG X670E CARBON,but having a serious problem still.
The sound become cracked and choppy and the frame rate of videos and games drops significantly.
It turns out that this problem can be reproduced under the following conditions.
1.GPU is installed to PCI-E
2. Audio driver is installed
The problem occurs when both 1 and 2 are met.

However, the problem does not occur when using only the iGPU.
Alternatively, uninstall the audio driver before shut down or restart, it will work fine without any issues, if GPU installed.
If install realtek USB Audio6.3.9600.2369 after uninstalled the audio driver and shut down , can boot normally.

Although I understand the rule, I don't know how to solve this problem.
The current BIOS is 7D70v18, but it doesn't help the 7D70v1C and 7D70v1E1 as they often had issues with PCI-E GPUs not being recognized and lost.

I already tried with different PCIE slots, but result is same.
and I have only this GPU.

First, I suspected an initial defect in the GPU, and applied RMA.
This GPU is new one.
 
It's hard to believe, but this issue may be caused by Razer Synapse3.

When I tried turning on fast startup, I found that I could start up normally, so I suspected an OS crash, I tried a clean install of the OS, and the problem was resolved.
After that, I proceeded to install the drivers one by one, and the same problem reappeared when I installed Razer Synapse3 and restarted.
So I uninstalled Razer Synapse3 and restarted it, and it works normally.
I installed the browser, mailer, Steam, etc. and restarted it several times, but it is still working properly.

It's hard to believe, but I can only assume that Razer Synapse3 has some influence.
Can I report this to MSI staff?
