Hello dear forum users.
Maybe some of you have encountered a similar problem. I will be sincerely grateful for any help.

Plot:
Using MSI boards on Ryzen since 2018, have experience and understanding. Upgraded from MAG B550 TOMAHAWK MAX WIFI, R7 5800X3D to MPG X670E CARBON WIFI, R7 7800X3D. Updated BIOS to 7D70v1M. After a clean installation of Windows 10 with all latest updates, and latest drivers, randomly, when loading (after the BIOS starts, when the boot animation circles start spinning), staters are noticeable, the spinning animation is not uniform. The same is observed on the welcome screen. After loading the desktop, the mouse cursor moves jerkily, opening any folders or programs is accompanied by a delay and staters.
Memory Context Restore is ON in BIOS, all necessary BIOS settings, based on previous experience using the B450, B550, have been made. TestMem5, Windows memcheck, OCCT tests pass without errors. Toughpower GF3 ARGB 850W Gold power supply, reliable, no spikes on power lines. In the device manager on one of the USBs on Port_#0013.Hub_#0005 - flag USB\DEVICE_DESCRIPTOR_FAILURE (Path: USB\VID_0000&PID_0002\A&DF40915&0&13). Sometimes HWiNFO 8.22 does not display DDR5 DIMM memory sticks and chipset1 temperature.

I have never encountered this on AM4, after a clean installation, the system always worked very quickly, would be grateful for any information.

Поздравляю, ты, как и многие владельцы, поймал ошибку обучения PCI-E интерфейса (во время лагов посмотри на версию PCI-E)
Решается это сменой материнской платы на любую, отличимую от MSI
Либо ждать момента, когда MSI решит эту проблему через обновления BIOS (скорее всего этого она не сделает, проблеме уже несколько лет)

Congratulations, you, like many owners, have caught a PCI-E interface learning error (look at the PCI-E version during lags)
This is solved by changing the motherboard to any motherboard distinguishable from MSI
Or wait for the moment when MSI will solve this problem through BIOS updates (most likely it will not do it, the problem is already several years old).

Thanks for the reply, looks like you're right. During another boot with staters I checked GPU-Z, PCI-E speed is limited. I'm shocked that this is possible on a board that costs $440+ and on which PCI-e 5.0 is shown as a flagship feature. It's very sad.

I would raise a support ticket and explain the problem above, along with the forum links you posted here. I have done the same with the NVME M2.1 bug showing 5.0 and 4.0 devices to be 1.0 x4 transfer rate. It occurs on X870E chipsets, since users have reported on Godlike, Carbon and myself using a Tomahawk.

It's pretty simple for me. No MSI 670 or 870, I had nothing but nighmares with the Tomahawk and the 870e Carbon. Error 00= unknown. Absolutely worthless when it comes to resolving the problem. Sent them both back to MSI for repair. They are just sitting here now and I'll not use them until I hear this BIOS mess they have going on is resolved.

Thanks everyone for the answers. I will be returning the motherboard. No more X670 and X870. Back to the B650 Tomahawk.
B650 will arrive by the end of the week, I’ll write about its performance.

I'm at my wits end with mine. Tempted to just get a asus board and pray bestbuy will take my board back. So many issues with dual channel ram. 07 and 0d errors from restart every day. Using one stick of ram I get no problems.

There's still a LOT of problems for MSI to fix on their 870 motherboards (especially for their price), but their memory support has improved considerably in the later BIOS revisions. hopefully those can work for you.

This suggests a memory controller on the CPU try the other memory slots one and three instead

I've been waiting since purchase for fixes to various issues. I installed the new BIOS today, and now I get error messages saying my GFX card is below spec (it's an RTX 4070 Super). This BIOS was in beta for a long time; how is it possible that it launches with issues like these?

Getting the board working in the first place was hard, and the solution was nowhere to be found in the manual (and neither were the error codes I was seeing on the board), and even the fan app is useless. MSI used to be a prestigious brand, but that seems to be gone now. I can't imagine buying from this company in the future.

So, got a B650 Tomahawk, installed the latest 7D75v1M3 bios and chipset drivers 7.02.13.148. Three days of full workload, checked some games (Star Wars Outlaws, KCD 1-2, Cyberpunk 2077) - all good. The system responds quickly. Compared to X670, I managed to reduce timings a bit. However, the voltage of 1.350v started DDR5 6000 on X670, on B650 with 1.350v did not start the bios, increased to 1.380v. In general, Windows booting is a bit longer compared to B550, but it's not critical.
