MPG Z690 CARBON WIFI Ignoring Ring clock value

Hey, hope someone can help, or has an idea why this might be happening. I updated to the latest bios for my z690 Carbon. Previously I had the ring clock set to 4.2GHz. Now, regardless of what I set it to in BIOS, HWINFO64 reports it locked to 3.6GHz. When I go back in to BIOS, it is set to the value that I entered.
This only started happening since the BIOS update.
 
Did you disable E-core on previous BIOS? Which version is that?
AFAIK, you need to disable E-core or tuning with Intel XTU to let ring frequency run higher then 3600MHz.
I had the ecores all enabled at 3.8GHz, Pcores at 5GHz and the Ring set to 4.2GHz, On the previous BIOS ( 7D30v17 ).
I'm now using BIOS version 7D30v18.

The problem is not only disabling E-Cores, but even with disabled E-Cores RING can't go higher 4700MHz (in my case on Unify-X, 12900KS the ring clock should be 5000MHz), this is clearly a bug and devs should fix it asap. The issue persists even on Asus and Giga mobos.
