MSI 2080ti Lightning Z - Stuck at 1350mhz

Hi guys

So i saw the post about this issue when using a waterblock and no fans plugged in the card goes into safemode and does not boost. Stays at base clock 1350mhz

I also saw there was a bios that sorted this out. Could somebody please assist me with this?
