Msi afterburner Rx 580 8gb fan curve problem

My girl friends pc is this :

Amd Ryzen 3600
Asrock B550M Pro4
Cooler Master Masterliquid ML120R RGB
16 Gb Ddr 4 3200 Mhz
Gigabyte Aurus Rx 580 8 GB
Samsung 950 Pro 512 GB
2x Kingson Ssd 240 GB

My problem is that when using msi afterburner and setting the fans to run at 25 Degrees 25 % when the gpu hits that temp it dossent run until like i start something that heats up the gpu i have the same setting on my system with 2x 980 ti and it runs just fine.

am i doing something wrong?
