MSI B350 Tomahawk - Debug LED CPU Turn on RED

hello all.
i just bought msi b350 tomahawk with ryzen 3 1200 in package (second user). seller tell it's normal and after he upgrade, msi b350 and ryzen 3 1200 not use for 2-3 month. after that a buyer come to test a part (b350 tomahawk + ryzen 3 1200). tha fan it's run but no display. and now i take the b350 + ryzen 3 1200. i try to build. and now the b350 CPU LED is turn on red. i try to remove RAM, CPU & RAM LED is On, but i instal RAM again only CPU LED Debug is on. what the problem? help me please.

ryzen 3 1200
evga 550GD 80+ gold
kingston DDR4 3200 8Gb
HDD Seagate 500Gb.

1. Please clear CMOS by shorting the JBAT jumper with screwdriver for 5-10 seconds(with PSU powered off and power cord unplugged) to check whether the system could boot.
2. Could you check the mainboard manufacture date from the serial number for looking up the BIOS version of the mainboard according to the post: https://forum-en.msi.com/index.php?...n-5-5600-need-bios-update.388881/post-2210825
CPU Ryzen 3 1200 is supported since BIOS 7A34v14 which released on 2017-04-26.

i see a number in my b350 tomahawk, is this sticker near a 24x power pin is serial number
601-7A34-010B1703011264 CHK : 4F7.
i can't enter BIOS, fan CPU is running, and Debug CPU LED is Turn Red, and nothing happened.
