When I start my system up everything seems fine. The logo flashes, the system starts up like always. Then right before the windows screen there is a few little rectangle like dots on the far left corner of the screen which has always been there. Recently more pixelated squares( looks like static) show up on the screen right before it posts. It sometimes takes a few minutes to posts and restarts occasionally. Before this happened, it was posting fine and I made no changes to the BIOS or anything else. Any idea what the problem is or how to fix it?

Are you using bios version 1.3, or possibly one of the newer beta's, 1.4b10?

Possibles are PSU, a VGA, or RAM stick acting up.
 
How would I go about troubleshooting the culprit?
All are going to be time consuming. Might start with testing each VGA individually in the primary PCI-E slot. If they check out ok, the RAM would be the next step. Each one individually in the primary black dimm slot. Check the PSU cables to the board & devices making sure nothing has come loose.
 
Simplest way is to barebone the system first and see if the static dots still reappears.

It the dots disappear, do as per what HU16E has advised.
 
Actually before doing all the time consuming stuff first, heres what i would do:

make sure everything is plugged in. the VGA card is in there good the ram and power cables go to the mobo and vga. if after that your still having the issues do the bare bones testing. The last time i had an issue with my system (my video wasnt working i made sure the vga was plugged in right, i took it out and put it back in making sure it was in right and viola worked perfectly!) i saved myself so much time.
