I hope you're doing well. I'm encountering the same issue with the new update 2.0.36.0—the "User Scenario" feature isn't loading.
I believe the best solution for now is to download the previous version.

Install or update one of the modules and you should be ok. MSI Center is clunky.

Have you tried reinstalling the MSI Center or updating to the latest version? Sometimes a fresh install can fix these by What county recurring issues.

You can also go to the Microsoft Store > Library and click on "Get Update" to update your center to 2.0.37.0. This version should have fixed the user scenario bug
