I bought this MSI H61M-E23 (B3) combo from Newegg with i3 2100 Sandy Bridge processor to build HTPC.

As of now i don't want to use it for any gaming, but i would like to know if its a good motherboard as there are no reviews and can i have a Graphic card and TV tuner card at same time?

If you don't want to use it for gaming and primarily as HTPC then you shouldn't even need to buy a graphics card as the Intel graphics in the CPU should be good enough for that. Be that as it may you should have no problem if you did want a discrete VGA card along with a TV card.
 
The only ones that could tell you if the tuner works correctly would be someone that has purchased the same thing, it should work is all I can say about it.
Blu-Ray should be no problem with integrated graphics.
 
Let us know how it goes after you get it all together. One bit of advice, test the system with the components outside of the case first with the MB on a clean non-conductive surface such as a clean sheet of plain brown cardboard from a box. After you're sure everything works OK then install it all in the case.
