What i've done:
USB Standby Power at S3 -> Disabled
ErP Ready -> Enabled
Resume By USB Device -> Disabled

But when i go to sleep in Windows all USB ports continue with power. But i need to disable it to my DAC got to stand by mode.

Clear CMOS, short JBAT, unplug the power cord and reset CMOS battery.
Update BIOS to the latest version using M-Flash.
Try to disable "Fast Startup" in Windows Power Option.

check under wakeup events if you have Resume By PCI-E/PCI/Networking Device options,
if yes, set it to disabled.

if still can't then try windows settings.
Method 1: Adjust Power Management in Device Manager
This tells Windows to shut off the USB controller when the PC is asleep. [1]
  1. Right-click the Start menu and select Device Manager.
  2. Scroll down and expand Universal Serial Bus controllers.
  3. Right-click on the first USB Root Hub (or Generic USB Hub) and select Properties.
  4. Go to the Power Management tab.
  5. Uncheck the box that says Allow the computer to turn off this device to save power, then click OK.

That seems like strange advice, because I would have thought that, on the contrary, i should enable "Allow the computer to turn off this device to save power" in order to cut the power. However, I tried doing the opposite, and power is still present on the USB ports regardless.

Which Windows version and build you use? [type 'winver' to check it]
Which BIOS version is now installed?

When you do shutdown, does the USB ports still have power or it's the issue is only for sleep?

Also list detailed system specs, see >>Posting Guide<<

This version 2009 is some very weird
Type in run "winver" and check the version from there.
Latest one is 25H2

i should enable "Allow the computer to turn off this device to save power" in order to cut the power.

Yes, you should keep it check marked.
But have you done this for all USB Root Hub (or Generic USB Hub) in device manager?

Also check in your current Power Profile within Windows,
edit the profile and check [USB Settings] => [USB Selective suspend settings] ensure it's Enabled.

Yes, for all. I've checked all items in USB section and enabled it for all items where it has

I've done it for all profiles be on the safe side

Try switch on/off hibernate, reboot after each change and re-test again with sleep.
powercfg -h off/on [from admin cmd]

tried. the same behavior with hibernate on and off. When pc in hibernate usb without power.

Then perhaps you can use hibernate instead of sleep?

About the sleep:
Which USB device still have power when put it in sleep, and is it one or more?
And is it related to specified USB port of the mainboard / front ports?
Or is this behaviour for all/any USB ports?

I don't like hibernate. It takes a long time to turn off and turn on. I like everything to be instant.

I checked all Type-A and Type-C USB on the back and they all have power during sleep.

Try disable "USB selective suspend" for test purpose reboot and retest.

Also try switch off the the modern standby with the followed command from admin cmd:
reg add HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power /v PlatformAoAcOverride /t REG_DWORD /d 0 /f
reboot then retest.

i'v already tried it (somebody suggested it already) and it's doesn't helped.

powercfg /a said that modern standby doesn't supported. And i don't have this parameter in regedit.

It seems I've come to terms with the fact that my MB doesn't support turning off USB during sleep. It's weird, but I'll have to live with it.

Some USB device connected can keep the 5V while sleep.
What USB devices you have connected? Do you have USB type C device connected?
Also do you use any RGB software? OpenRGB, Signal RGB, MSI Center, Corsair iCUE?

No USB Type-C.
I measured the voltage on an empty USB Type-A port (back).
But my main problem is my DAC (powered by an external unit, not USB), which should go to sleep when the USB power fails, but it doesn't because the voltage remains during sleep.

I use MSI Center that control RGB. But when pc go to sleep RGB disabled.

You mean about regedit command or USB selective suspend to Disabled?

Have you tried to connect this DAC to a different type of USB port?
Switch between USB port powered by CPU and Mainboard's Chipset.

Which DAC brand and model is this?
Also check if this DAC device itself (not on USB hub) in device manager,
it's properties on Power Tab has this check marked:
"Allow the computer to turn off this device to save power"
