MSI MAG B650 TOMAHAWK WIFI AM5 Slow Warm Start (slow reboots only)

Hi folks,

I have seem some posts about slow boot times but my case is the opposite in a sense that from power button press to mobo logo is not slow (less than 10 seconds), but any reboot takes about 30 seconds.
I would image the first boot time to be the slowest due to RAM training but this is not the case. So I wonder if there's anything I could do to make warm start same time as cold start.

What I have tried:
- EXPO Auto and Enabled
- Memory Context Restore: Auto and Enabled
- Power Down Enable: Auto and Enabled
- From dual to single RAM module
- BIOS update: current is 7D75v1R1 but also had 7D75v1Q
- Power drain: power cord unplugged with power button press for 15-20 seconds
- Video cable on GPU and also iGPU
- Load optimal BIOS settings (F6)

It should not matter but I am on dual boot. OSes boot time is fine as the slow times is on initial POST. The GRUB screen immediately appears after the mobo logo come ups.
No EZ debug LEDs stay lit during the black screen and the keyboard is responsive and monitor gets signal during this period of time. The RAM one does stay lit for a bit when I do power reset, due to training.

PC Specs:
AMD Ryzen 7 9700X 8 Core 16 Thread up to 5.5GHz AM5
XFX SPEEDSTER MERC 310 Radeon RX 7900 XTX 24GB Black Edition
MSI MAG B650 TOMAHAWK WIFI AM5 ATX
CORSAIR Vengeance RGB DDR5 RAM 96GB (2x48GB) Up to 6000MHz CL36-44-44-96 1.4V AMD Expo Intel XMP 3.0

First time building a PC, not a hardware expert.

Has anyone had any similar case? It seems it's very normal/common these slow boot times on AM5 boards but since cold start is fine wonder why not warm start wouldn't be also.

Reboot is always longer than a cold start by a factor of 2 or more in most cases.

I see.. is that for AM5 boards in general? My previous MSI B450 GAMING PLUS MAX was just fine.
Because the cold start > shutdown > cold start sequence is still faster (by about half of that time) then reboot, is there any benefit one would still reboot their PC?

Yes, when I first went to AM5 it was over a minute for a cold boot and 90 seconds or longer for a reboot.

And yet my 8th-gen Intel Hades Canyon cold boots in less than 10 seconds

AM4 is a bit quicker than AM5

Yes, a reboot will allow any pending update to finish and apps to be correctly updated.

on Modern Hardware the Difference Between Shutdown and Restart is FAST BOOT as Shutdown is not turning everything Off it actually puts the PC into Hybrid Shutdown where it Saves a Copy of what is in the RAM to the Storage and leaves all the Widows Boot stuff in the RAM so it starts up really Fast. where Restart WIPES it Clean and forces the RAM to Reload all the Drivers and OS Files from the Drive Only so Takes Longer as its not leaving most of the Files in the RAM. Shutdown with Fast Startup is Closer to Hibernate then actual Shutdown like a PC used to do.
